Athaliah Molokomme
Dr. Athalia Lesiba Molokomme is a lawyer by training whose forty-year career has spanned the academic, governmental, judicial, civil society and diplomatic spheres at senior leadership level. In Botswana, she served as a university lecturer in family, employment and customary law, (1983-1996); Regional Gender Program Officer (1998-2003); High Court Judge (2003-2005); and Attorney General (2005-2016). From 2017-2024 she was Botswana’s Permanent Representative to the UN and other international Organizations in Geneva and Ambassador to Switzerland, during which she served on a number of high level committees including as Chairperson of the General Council of the WTO. She is currently operating as an independent consultant based in Gaborone, Botswana, and serves as an Independent Non-Executive Director of Botswana Insurance Holdings Ltd, as well as regional and global boards, committees and councils. Martin Gramatikov
Martin is an expert in empirical legal research and policy analysis, with a focus on access to justice, dispute resolution, people-centred justice and digitalisation and AI. He holds a law degree and a PhD in political science from Sofia University. His research focuses on large-scale studies of justice needs, measurement of public perceptions of justice, and evaluation of justice and dispute resolution systems. Martin develops and applies innovative quantitative and qualitative research methodologies, including survey-based legal needs assessments and analytical frameworks for measuring justice outcomes. His work combines empirical data analysis with policy-oriented research to understand how people experience justice and how justice systems perform in practice. His research has been conducted in numerous countries and is widely used by governments and international organisations to identify justice gaps, evaluate reforms, and design evidence-based policies to improve access to justice and make justice systems more people-centred. Salah Al Bashir
Dr. Al Bashir has held a number of cabinet positions in the Government of Jordan. He served as the Minister of Foreign Affairs, Minister of Justice, Minister of State for Government Performance, Minister of State for Prime Ministry, and Minister of Industry and Trade. He is the recipient of King Abdullah II Medal of the Third Order for his remarkable contributions to the conclusion of Jordan-US Free Trade Agreement.
Dr. Al-Bashir's practice focuses on corporate and commercial law including mergers and acquisitions, capital markets, finance, private international law, international trade law, privatization and regulatory governance. Allyson Maynard Gibson, KC
Allyson Maynard-Gibson, K.C. is a distinguished Bahamian lawyer, former Attorney General, and international leader in justice, governance, and public policy. She made history as the first Bahamian woman appointed Queen’s Counsel (now King’s Counsel) and has held some of the most senior public offices in The Bahamas, including Attorney General and Minister of Legal Affairs, Government Leader in the Senate, and Minister of Financial Services and Investments. In these roles, she led wide-ranging reforms to modernise justice systems, strengthen institutions, and improve the ease of doing business. With over four decades of legal and public service experience, Maynard-Gibson has worked at the intersection of law, economic policy, and institutional reform, advising governments, financial institutions, and international partners. Her work has included major justice system modernisation initiatives, legislative reform, and international negotiations on finance, regulation, and development. She is an active voice in the global justice community, contributing to initiatives such as the UN Task Force on Access to Justice, addressing the UN General Assembly, and serving on international advisory bodies including the Club de Madrid. She has participated in election observation missions and global policy dialogues across multiple regions. Alongside her international work, she continues to practice law and advise on complex commercial, financial, and governance matters. Sam Muller
Sam is an internationally recognised leader in justice system reform, governance, and strategy, with more than 25 years of experience working at the highest levels of institutional transformation across Europe, Africa, the Middle East, and Latin America. He has advised national and international justice - and business leaders on how to make justice systems more effective, accessible, and resilient. His work focuses on bridging policy, practice, and innovation, helping institutions navigate complexity and deliver measurable results in politically sensitive and high-risk environments. Sam combines the perspective of a strategist, institution-builder, and board-level leader. Besides his work as partner at Justice Compass Advisers, he is part-time co-lead of the International and European Law Programme of the Hague University of Aplied Sciences. He is Chair of the Supervisory Board of Save The Children Netherlands and member of the Managing Board of the EU Fundamental Rights Agency. Sam founded and led the Hague Institute for Innovation of Law (HiiL), where he pioneered the people-centred justice approach. He also founded the Wildlife Justice Commission. Andrew Solomon
Andrew Solomon is a recognized rule of law expert and justice innovator known for helping justice leaders overcome barriers to change and implement practical, results-oriented reforms in people-centered and open justice, court excellence, and institution building.
For more than three decades as an international donor, development practitioner, and lawyer, he has designed and supported cutting-edge justice sector initiatives that close justice gaps, empower people and communities, and build trust. His work spans partnerships with governments, courts, civil society, and international organizations to develop and implement locally driven reforms. As a Senior Rule of Law Advisor at the United States Agency for International Development (USAID), Andrew led the development of the first ever Rule of Law Policy and designed more than two dozen rule of law strengthening programs totaling roughly $500 million in foreign assistance investments. His career includes leadership roles with organizations such as the American Bar Association, the American Society of International Law, the Brookings Institution, the Organization for Security and Co-operation in Europe, and the United Nations High Commissioner for Refugees. Andrew is also the founder of the Rule of Law IDEAS CoLab, a global platform that curates innovations, practical tools, and practitioner insights to strengthen justice systems and services worldwide.
